West Virginia's Hope Scholarship is one of the earliest universal ESA programs in the country, expanding to full universal eligibility starting with the 2026–27 school year — every K-12 student now qualifies, with no prior public-school attendance requirement.
What Can Hope Scholarship Funds Cover?
- Tutoring (no cap on how much of the award can go toward it)

- Educational therapy services
- Educational technology and standardized testing
How to Apply
Typically March through mid-June for the upcoming school year.
Now open to all WV K-12 students regardless of prior enrollment.
Tutoring is an explicitly qualifying expense under WV Code §18-31.
