What Is Hope Scholarship?

West Virginia's Hope Scholarship is one of the earliest universal ESA programs in the country, expanding to full universal eligibility starting with the 2026–27 school year — every K-12 student now qualifies, with no prior public-school attendance requirement.

Now universal: Starting with the 2026–27 school year, every West Virginia K-12 student is eligible, regardless of prior school enrollment — a major change from the previous 45-day public-school requirement. Applications typically open in March and close mid-June.
